1. Open SPF.
2. Go to Tools -> Advanced Rules.
3. Click 'Add'.
4. In the 'Rule Description' box under the 'General' tab, type something sensible like 'Blocking Off Campus IPs'.
5. Under the 'Hosts' tab, select 'IP Addresses' and in the box paste 0.0.0.0-126.254.254.254,127.0.0.2-137.204.254.254,137.206.0.0-254.254.254.254
6. Under the 'Applications' tab, find and tick the box for ONLY DC++ from the list of applications.
7. Click OK.
Done.
