tracert a good way to see network bottlenecks?

I was just messing around when I came across tracert in the Windows Command prompt ....

and I realised...that there is a lag most probably internal on our network...from resnet...

more specifically the ip...192.146.136.190


So the question is...is tracert the right way to look for bottlenecks?

ITS are having trouble with their network anyway at the moment http://www2.warwick.ac.uk/services/its/ ... -apr-2007/ which will explain why there is lag internally at present

well yes the lag basically isn't internally only.. a lot of the warwick websites (only those run by ITS tho) are lagging every now and then
